Funeral Services for Retired OPSO Lt. James M. (Jim) Gregory

Sheriff Jay Russell and Deputies are mourning the loss of a retired deputy and friend, Lt. Jim Gregory.

Lt. Gregory passed away March 14, 2024.

He joined the Ouachita Parish Sheriff’s Office in 1996 and served until his retirement in 2010.  Prior to that, he served 4 years in the U. S. Marine Corp and then 22 years as an officer at the Monroe Police Department.

Jim received extensive training as a crime scene technician during his career and was assigned as a Lieutenant to the OPSO Identification and Crime Scene unit.  He held many certifications in his field of expertise and was a Certified Senior Analyst by the International Association for Identification and was certified as a Criminal Court Fingerprint Expert.  Jim enjoyed serving the public in this capacity as evidenced by his success.

After his retirement, he was very active in supporting the Chennault Aviation & Military Museum. 

Funeral services will be held at 2:00 p.m. Friday, March 22, 2024 at New Iona Presbyterian Church in West Monroe.  Visitation will be held at the church from 1:00 p.m. until the service.

Ouachita Parish Sheriff’s Office Mourns the Loss of Retired Captain John Benton

Sheriff Jay Russell and Deputies are mourning the loss of a retired fellow deputy and friend, Captain John Benton.  Captain Benton passed away after a lengthy illness Sunday, March 17, 2024.  He began his career at the Ouachita Parish Sheriff’s Office in the Patrol Division in 1978 and retired in 2000. Prior to joining OPSO, he served in the U. S. Marine Corp and then was a deputy for the Tensas Parish Sheriff’s Office.

Those of us who worked with and remember John know that he believed in Law Enforcement and believed even more in modern and thorough training of Deputies and Police Officers.  He was a patrol deputy for a few years, but his interest and effectiveness as a trainer were recognized early and that is where he spent most of his career, working his way up to the rank of Captain. He was a P.O.S.T. certified and NRA certified firearms instructor.  He held numerous certifications in various areas of training and was recognized through out Louisiana and the United States as a top-notch instructor. John taught firearms for many years at our North Delta Academy and there are a lot of Deputies and Officers working in area departments today that remember his classes and his instruction ability.  He also taught at various other training facilities throughout the country when requested.

We will miss John.  Some of us stayed in contact with him through the years and we always enjoyed talking to him and sharing stories.

Sheriff Jay Russell Announces Promotions OPSO

Cody Custer, a 16-year veteran with our department, was promoted from the rank of Sergeant to Lieutenant. Lieutenant Custer started his career in Uniform Patrol, he then transferred to the departments Special Crimes Apprehension Team (SCAT), he would later go on to supervise this team. Custer was also a long-time member of the departments SWAT Team. Lieutenant Custer will now serve as second in command of his Uniform Patrol shift.

Josh Foster, a 15-year veteran with our department, was promoted from the rank of Sr. Investigator to Sergeant. Sergeant Foster started his career in Uniform Patrol, later transferred to Felony Warrants and then Criminal Investigations. Sergeant Foster will now serve as a first line supervisor of his Uniform Patrol Shift.

Funeral Service for Jonathan G. Fogle

Jonathan G. Fogle passed away March 10, 2024. Mr. Fogle served as a patrol deputy for the Ouachita Parish Sheriff’s Office from 1986 until 1990.  Prior to OPSO, he served in both the U.S. Marines and the U.S. Army as a Military Police Officer.

Graveside service for Mr. Fogle will be at 1:00 p.m. Tuesday, March 19, 2024 at the Northeast Louisiana Veterans Cemetery in Rayville.

Ouachita Parish Sheriff’s Deputies Recognized by Beyond the Badge

Two Ouachita Parish Sheriff’s Deputies, Corporal Chase Craig and Captain Pat Johnson were recognized at the Beyond the Badge Heart of Law Enforcement Award ceremony held in Baton Rouge yesterday. This award is given each year to Louisiana Law Enforcement Officers who have been nominated by their agencies or the public for acts of kindness they performed outside the scope of their normal duties for the previous year.

Corporal Craig received the 2024 Beyond the Badge “Heart of Law Enforcement” award. He is a 15-year OPSO veteran in the Patrol Division and was recognized for his efforts organizing a DNA testing drive for 5-year-old Nora Kay Meredith.  She was diagnosed with having a very rare form of cancer, Hepatosplenic T-cell Lymphoma in 2023.  The only hope of treatment was finding a matching bone marrow donor which required DNA testing of possible donors. Corporal Craig wanted to help and contacted the local administer of the search group. After talking with her, he worked up the idea of a Ouachita Parish Sheriff’s Office “swabbing”.  This was an organized testing point at the range where Deputies voluntarily could take the required DNA test to determine a possible match. While a match was not found at the event, it inspired other similar events.  Nora Kay continues her battle with this disease and we ask for your prayers for her and her family.

Captain Johnson received the 2024 Heart of Law Enforcement Service Before Self Award. Captain Johnson was recognized for his voluntary participation in a kidney donation program that saved the life of the recipient.  The recipient is doing well and was able to resume his normal lifestyle as a school football coach. 

While attending the FBI re-trainer class in the spring of 2023, Captain Johnson learned of a kidney donation program and became interested in becoming a donor.  After much prayer, he realized he was led to participate.  He researched and selected the donor program at the University of Mississippi Medical Center in Jackson, MS.  After undergoing extensive testing to determine if he was a candidate for donation, he was accepted to participate in the program. The transplant was performed on December 11, 2023 and was a complete success. As soon as the recipient received the kidney, it functioned perfectly.  In Capt. Johnson’s own words, “It has been a blessing for God to have led me down this road and to know that I have truly helped someone in need is a privilege that will never be taken away.”

Captain Johnson is a 22-year veteran of OPSO and currently supervises the Civil and Tax Divisions.

In Memory Of Corporal J. R. Searcy

We remember our fallen brother, Ouachita Parish Sheriff’s Office

Corporal J. R. Searcy, who lost his life in the line of duty while assisting with an arrest.

On March 4, 2010, Cpl. Searcy volunteered to assist a fellow deputy locate and arrest a suspect in an aggravated battery investigation. During the arrest, the suspect produced a handgun and fatally wounded Cpl. Searcy. On March 6, 2010, he passed away as a result of his gunshot wound.

Cpl. Searcy was an eight-year veteran of OPSO and very well respected. To commemorate his service, friends named a branch of the Ouachita Parish Public Library in his honor with a statue of him and his K-9 partner, Rico, near the entrance.

Ouachita Parish Sheriff’s Office Promotions

Sheriff Jay Russell has announced the following promotions in Supervisory Staff at OPSO:

Lieutenant Pat Johnson has been promoted to the rank of Captain. Captain Johnson, a 22-year OPSO veteran, previously served as the Lieutenant in the Investigative Division. He will now oversee the day to day operations of the Tax and Civil Division.

Sergeant Everett Holloway, a 21-year veteran, is promoted to Lieutenant in the Investigative Division where he previously served as a Sergeant.  Lieutenant Holloway will now serve as the supervisor of Property Crime Investigations.

Senior Investigator Darrell Johns, a 23-year veteran, has been promoted to Sergeant in the Patrol Division.  Sergeant Johns previously served in the Domestic Violence Unit of the Investigative Division for several years. He will now serve as the first line supervisor on his Patrol shift.

On Tuesday, February 20, 2024 the Ouachita Parish Sheriff’s Office conducted a joint active shooter training exercise with area first responders at Sterlington High School. The training was for first responders, school faculty members and hospital emergency room medical staff to better prepare them in the event this or a similar situation were to occur at the school.

Agencies participating in the exercise were the Ouachita Parish Sheriff’s Office, Sterlington Police Department, Ouachita Parish Fire Department, Acadian Ambulance Service, Ouachita 911, LSU Ochsner Hospital, St. Francis Hospital and Tracey Hilburn of Bayou Training & Consultants.  Also, approximately 80 ULM and Delta School of Nursing students volunteered their help as student role players at the school and at the two hospitals.

The Ouachita Parish Sheriff’s Office and area First Responders work closely with the Ouachita Parish School Board and school faculty on a continual basis to help prepare everyone involved in the event of a critical incident. The ongoing training includes policies and planning coupled with live training such as this exercise.

“We conduct this type training hoping that we never have to use it, but to ensure that if it does happen, we have response plans in place so that our Deputies, local first responders, school faculty and medical personnel  are prepared”-Sheriff Jay Russell.

OPSO Announces Dates for 2024 Annual Glock Sport Shooting Foundation Match

On Saturday, March 2nd and 3rd, 2024 the Ouachita Parish Sheriff’s Office is hosting a Glock Match Shooting Competition. The match is sponsored by the Glock Sport Shooting Foundation program. The course is simple and is great for beginning shooters. The total course consists of 3 stages of fire. Each shooter is required to furnish their ammo and must shoot the course with a Glock pistol. Seventy-eight rounds of ammo will be the minimum required to complete the courses. The shooter will not need a holster as you will start from the down ready position. To shoot the match, the shooter will have to pay the Glock membership fee and the fee per course of fire. You can follow directions listed to fax or email the form to Glock. Sheriff Russell and Patrol Division Deputies would like to thank Acadian Ambulance for their generous donation today of assorted emergency first-aid medical supplies to Patrol Deputies.

 Often Patrol Deputies are first on the scene of an accident or crime scene where injured parties need immediate medical attention until EMT service arrives.  For that reason, OPSO issues Deputies medical supplies to have available for rendering aid when needed.  To aid OPSO in equipping Deputies, Acadian donated two trauma bags full of supplies that included splints, tape, dressing, gauze, tourniquets, Narcan and other emergency supplies.  We very much appreciate the support of Acadian Ambulance for the donation of supplies to help us provide emergency aid to the public in these type situations.

Corporal Jacob Hamby Recognized by Monroe Veterans of Foreign Wars Post

Congratulations to Ouachita Parish Sheriff’s Office Corporal Jacob Hamby for being the recipient of the Law Enforcement First Responder of Year Award presented by the VFW Rodney J. Hobbs Post 1809 of Monroe.

Corporal Hamby was nominated based on his dedicated work ethic serving the citizens of Ouachita Parish as a Ouachita Parish Deputy Sheriff. He is recognized by his fellow Deputies as very proficient in his work, extremely dedicated to service and a fellow Deputy you can always count on.

He has received numerous letters of commendation from his supervisors for his excellent work. The most notable was where he and his partner were both recognized for life saving efforts for a gunshot victim at a crime scene. The victim was found with a gunshot wound and no pulse. Cpl. Hamby and his partner located the wound, stopped the blood flow and were able to restore a pulse rate, rendering aid until paramedics arrived. Cpl. Hamby was later recognized by the paramedics for saving the victims life.

OPSO K-9 Chico Offers These Safety Tips for the Mardi Gras Parade:

 

NEVER DRINK AND DRIVE. Make sure someone is your group will be a designated driver.

 

Make sure your child knows not to talk to strangers. Uniformed Deputies, Police Officers, and Emergency Medical Staff will be stationed along the Parade Route, make sure your child knows what they look like and where to find them if they are in lost or in danger.

 

Make a plan with your group, including the route you will take and what you’ll do if you get separated.

 

Be aware of parade “throws”. Heavy flying beads can cause injury and can be a tripping hazard if you are not paying attention.

 

Do not throw items back at floats.

 

Don’t cross over parade barricades to pick up fallen beads or items. Barricades are put up for your safety.

 

Respect road closures and barricades for your safety and the safety of all pedestrians.

 

Most importantly be kind, be safe, and Laissez les bon temps rouler!

Sheriff Russell Recognizes Ouachita Parish Fireman for Lifesaving Effort

On January 13, 2024, Reagan Avery learned of a boating accident on Cheniere Lake involving a boater that had overturned his kayak and was in the water.  Reagan, a Ouachita Parish Fireman, launched a kayak himself to search and was able to locate the victim. He then called 911 so their location could be determined by rescuers that were responding to them by boat using GPS.  While the two of them were waiting for the boat rescue, the victim lost consciousness. Reagan was able to hold onto a stump and keep the victims head above water to keep him from drowning until help arrived. As rescuers arrived, the victim lost his pulse.  Fortunately, rescuers were able to perform rescue breaths until he could breathe on his own while transporting him to a waiting ambulance. The victim was taken to a local hospital where he was treated and released the next day.

Sheriff Jay Russell and Sheriff-elect Marc Mashaw presented the Ouachita Parish Sheriff’s Lifesaver Award earlier today to Reagan in recognition of his lifesaving efforts.

Ouachita Parish Sheriff Jay Russell and Deputies are deeply saddened by the loss of a good friend and employee.  Michael Lohan, Jr. passed away on Tuesday, January 23rd, 2024 due to illness.

Mr. Mike, as we all affectionately called him, worked part-time for the Sheriff’s Office for the past 12 years.  He was known for his dedication to the Sheriff’s Office, work ethic and punctuality.   Prior to the Sheriff’s Office, he worked at NLU/ULM where he once served as a baseball trainer.  

He was a huge fan of college and local high school athletics, particularly football and baseball.  He would often be seen at Neville or ULM basketball, football or baseball games.  Through the years, anyone in Monroe that was affiliated with sports knew Mr. Mike. 

He loved his job here at OPSO. We will all miss Mr. Mike and ask that you keep his many friends in your prayers during this time.

Visitation will be from 10:00 a.m. until 10:40 a.m. on Friday, January 26th in the narthex of Jesus the Good Shepherd Church in Monroe. A rosary will be said in the church from 10:40 a.m. followed by a funeral mass at 11:00 a.m.

Sheriff Jay Russell Announces the following promotions:

Deputy Todd Freeman has been promoted to the rank of Corporal in the Patrol Division. Corporal Freeman is a 12-year veteran and will now be responsible for training new Patrol Deputies.

Deputy Brian Milstead has been promoted to Corporal at the Ouachita Correctional Center. Corporal Milstead, a 9-year veteran, is assigned to Security and will serve as the first line supervisor to Deputies on his shift.

Ouachita Parish Sheriff’s Office Investigating Scams Targeting Customers With Entergy Accounts

The Ouachita Parish Sheriff’s Office is receiving complaints in which the victim is being contacted by phone by an individual representing themselves as an employee with Entergy.  The victim is being told their account is in delinquent status and a technician is on the way to their residence to turn off their service.  The victim is given instructions to go to their nearest Walmart, Walgreens, or CVS and deposit money onto a Green Dot card using provided barcodes from the suspect. 

Entergy does not make phone calls to the customer regarding their account balances, nor will Entergy ask for any payment using a prepaid card, gift card, or Green Dot cards.  If you receive a call from someone representing themselves as an Entergy employee and about a balance on your account, terminate the phone call and review your account online.

Tips to know if you are being scammed:

  • The caller informs you that you owe money,

  • The caller requests you to go to a local retail store to purchase gift cards or deposit money onto a provided card,

  • The caller will not allow you to get off the phone call until the money has been sent,

  • The caller will threaten that services will be turned off or you will be criminally charged.

Sheriff Russell strongly urges residents that if you receive a phone call from any business requesting a payment be made using prepaid cards, gift cards, or Green Dot cards, to terminate the phone call immediately.  No business will require payments to be made in this manner.

Ouachita Parish Sheriff’s Office K-9 Daisy has announced her retirement.  She has spent her career working with SCAT and has been very successful locating narcotics leading to the arrest and conviction of numerous suspects.

Through her extremely keen sense of smell, hard work and dedication, she has successfully led to the recovery of 1000 lbs. of marijuana, 26 lbs. of cocaine, 25 lbs. of heroin, 100 lbs. of methamphetamine, 2000 Roxicodone tablets, ecstasy tablets, illicit prescription pills and firearms.

Daisy, you have earned your retirement and we wish you well!

 In Memory of Lieutenant Michael Swallow

 Today we pay tribute to our fallen brother, Ouachita Parish Sheriff’s Office

Lieutenant Michael Swallow.

Lt. Swallow passed away on January 8, 2022 due to a medical emergency while on duty.  He was a 25-year veteran of the department and was very well respected by fellow Deputies, the Law Enforcement Community and his many personal friends.

He spent his entire career serving the citizens of Ouachita Parish.  His final act of service was to give the gift of life through organ donation.

“Lt. Swallow was a great friend to all and an exemplary Law Enforcement Officer. Mike was instrumental in bringing forensics and identification technology to OPSO, which has directly led to the identification and prosecution of many criminals. He certainly left his mark here and OPSO is a better place because of Lt. Mike Swallow”-Chief Deputy Marc Mashaw.

Memorial Service for Retired Ouachita Parish Sheriff’s Deputy Marquenita Tucker

Sheriff Jay Russell and Deputies mourn the loss of Deputy Marquenita “Marky” Tucker who passed away January 5, 2024 after a brief illness.

Prior to joining the Ouachita Parish Sheriff’s Office, she was employed by the Monroe City Marshal’s Office for several years.  She was also a graduate of the F.B.I. National Academy in 1989.

Marky joined OPSO in 1994.  One of her first assignments was the Director of T.R.I.A.D., a program focusing on the prevention of the abuse of senior adults. She was very committed to helping seniors and received numerous letters of commendation for her dedication and success with the program.

Marky loved her job and law enforcement in general.  She never missed an opportunity to attend seminars and training to further her education so she could be the best she could be.  She later worked in Patrol and Investigations, then finished her career as the Grant Coordinator, retiring in 2016.

All of us who knew and worked with her remember that she never met a stranger, was very outgoing and made friends easily, always greeting you with a smile.   She will be missed.

Visitation will be Tuesday, January 9, 2024 from 9:00 a.m. until 10:00 a.m.  at Griffin Funeral Home in West Monroe, followed by a Memorial Service at the funeral home from 10:00 a.m. until 11:00 a.m.

The Investigation by Ouachita Parish Sheriff’s Investigators into recent vehicle burglaries in Monroe and West Monroe has led to the arrest of two suspects.

Trevor Stewart of Monroe has been arrested for 11 counts of Simple Burglary.

The second suspect, a juvenile, has been arrested for 11 counts of Simple Burglary and Illegal Carrying of a Weapon.

The vehicles were burglarized in the Eastwood Estates area of Swartz and also the Huenefeld Road area in Monroe last night and early this morning.  Vehicles were also burglarized earlier this week in a mobile home park on New Natchitoches Road in West Monroe.

Numerous stolen items have been recovered.  The investigation is continuing and more charges are expected as more burglaries are believed to be unreported at this time.

Corporal Jacob Hamby Recognized by
the West Monroe-West Ouachita Chamber of Commerce

Congratulations to Ouachita Parish Sheriff’s Office Corporal Jacob Hamby for being the recipient of the Deputy Sheriff of the Year Award given by the West Monroe-West Ouachita Chamber of Commerce.

Corporal Hamby was nominated based on his dedicated work ethic serving the citizens of Ouachita Parish as a Ouachita Parish Deputy Sheriff.

Corporal Hamby began his career in 2012 in the Corrections at the Ouachita Correctional Center. He transferred to the Patrol Division as a Patrol Deputy in 2015. He quickly gained the recognition amongst his fellow Deputies as a hard worker and very committed to the task at hand. 

In 2016, he was transferred to the Ouachita Parish Sheriff’s Special Crimes Apprehension Team, (SCAT), working street level crimes in various areas of the parish.  In 2020, he was promoted to the rank of Corporal in the Patrol Division, where he currently serves as a Field Training Officer for new patrol deputies.

As previously stated, Cpl. Hamby is recognized by his fellow Deputies as very proficient in his work, extremely dedicated to service and a fellow officer you can always count on. He excels in his duty as a training officer and instills his work ethic in new recruits.

He has received numerous letters of commendation from his supervisors for his excellent work. Graduation Day!!! Monday evening, December 11th, Class # 152 graduated the North Delta Training Academy and the cadets are now Louisiana POST Certified.  The class was made up of 38 law enforcement officers that represented 17 different agencies in our area. To graduate, each had to undergo 18 weeks of intensive training and then pass the POST test for certification.  Join us in congratulating them and wish the very best as they pursue their careers with their respective departments.

Better Watch Out I'm Telling You Why!

 The Ouachita Parish Sheriff’s Department SCAT team has once again begun the annual “Santa Claus Patrol”.

This unique patrol involves members of this unit wearing plain clothes and driving unmarked vehicles to frequent retail stores and parking lots that are busy with holiday shoppers.

The SCAT Team deputies patrol the parking lots of the retail outlets and also enter the store and move about with customers, watching for suspicious activity, such as potential shoplifters, robbers and other criminal activity.

The special patrol is now underway and continues through the Christmas-New Year’s Holiday Season.

Memorial Service for retired OPSO Lieutenant Tom Hargrove

Retired Lieutenant Tom Hargrove passed away Saturday, November 4, 2023 after a lengthy illness.

Tom began his OPSO career in 1986 as a guard at the Ouachita Correctional Center, later transferring to Patrol. He retired in 2018 after 32 years of service with the Ouachita Parish Sheriff’s Office.

Tom was committed to his job and always put in 100% effort.  In addition to his regular duty assignment at the time, he was also a member of the OPSO SWAT Team and the Dive team.  At the time of his retirement, Tom was the Lieutenant supervising the Warrant & Fugitive Unit of OPSO.   A few years ago, while serving in this capacity, he was shot and severely wounded while executing a warrant.  Though it took some time, he persevered and recovered.  As with everything else he did, he never gave up. He eventually was able to return to full duty.

Those of us that worked with Tom remember all of this and best characterize him as always giving it everything he had to get the job done.  He believed in law and order and did his best to see justice served.  We will miss him.

A gathering of family and friends will be held for Tom on Sunday, November 12, 2023 at Kilpatrick Funeral Home in West Monroe from 2:00 p.m. until 4:00 p.m.  It was Tom’s request that there not be a funeral service.

Today we held the annual OPSO Halloween Costume Contest and as usual, it was a lot of fun for those participating. Judging is not easy but here are the winners for this year’s contest.

First place went to Hot Dog & condiment crew, the hot dog, ketchup, mustard and relish.  Second place was the BPA Baseball Player. Third went to the Squid Game Officer from the movie.

Unfortunately, Moana was unexpectedly delayed and missed judging, however we certainly want to recognize them for the effort put forth for the costumes. She was awarded a prize also.

Deputy Edith Bickford is retiring after serving twenty-two years at the Ouachita Correctional Center.  She began her career in Security and later transferred to Medical Records where she has served until retirement.  Deputy Bickford was very dedicated to her work and will be missed.  She is looking forward to spending more time with her family and traveling.

Did you know according to statistics from the Department of Justice and Watch Systems LLC, an estimated 80% of all addresses have at least one sex offender within one mile?

So before your children Trick-or-Treat this Halloween, Sheriff Russell wants parents to have real-time access to track sex offenders in your area.

“We do our best to ensure sex offenders live where they tell us, but it is up to our citizens to utilize this online tool to see who the registered sex offenders are and where they are living,” says Sheriff Russell.

Sheriff Russell outlines what parents can do to help keep their children safe from sex offenders not only during Trick or Treat activities but throughout the year.

Visit our website, www.opso.net or download the OPSO Mobile App, Ouachita Sheriff, and click the Sex Offender tab in the menu box to search for sex offenders in your neighborhood or the area you are visiting by entering an address.  A map will show the locations of registered sex offenders in the area. You can also register on the site to be notified if a registered offender moves into your neighborhood.

With this resource available, Sheriff Russell says parents can feel confident that they are armed with the necessary tool to help keep their children safe this Halloween.

With tricks and treats fast approaching, Sheriff Jay Russell and deputies of the Ouachita Parish Sheriff’s Office would like to make the public aware of some Halloween safety tips to keep kids safe.

For parents and children:

• Children under 12 should trick-or-treat and cross streets with an adult.
• Cross the street at corners, using traffic signals and crosswalks. Parents should remind children to watch for cars that are turning or backing up.
• Look left, right and left again when crossing and keeps looking as you cross. Walk; don't run, across the street.

For drivers:

• Slow down and be especially alert in residential neighborhoods.
• Anticipate heavy pedestrian traffic and turn your headlights on earlier in the day so you can spot children from greater distances.
• Remember that costumes can limit children's visibility and they may not be able to see your vehicle.
• Reduce any distractions, especially a mobile device, inside your car so you can concentrate on the road and your surroundings.

Costumes and Treats

• Decorate costumes and bags with reflective tape or stickers and choose light colored costumes to improve visibility.
• Choose face paint and make-up instead of masks, which can obstruct a child's vision.
• Have kids carry glow sticks or flashlights in order to see better, as well as to be seen by drivers.
• Liquid in glow sticks is hazardous, so parents should remind children not to chew on or break them.
• Check treats for signs of tampering before children are allowed to eat them. Be sure all candy is in the original manufacturer wrapper or box. Candy should be thrown away if the wrapper is faded or torn, or if the candy is unwrapped.  If you suspect you have received candy that has been tampered with, notify your local law enforcement agency.

Deputy Isaac Warren was recognized by his supervisors recently for a traffic stop and subsequent field interview of the vehicle occupants. The information Deputy Warren gathered led to the arrest of the three occupants in connection with several recent storage unit burglaries in the Arkansas Road, Whites Ferry Road and Ole Hwy. 15 areas in West Monroe. They were also charged in connection with two residential burglaries, one in Calhoun and one on Wallace Dean Road. All three were booked into OCC on multiple burglary charges. A large number of stolen items, including firearms, were recovered.  Excellent work sir!

Deputy Linda Lively is retiring after 22 years with the Ouachita Parish Sheriff’s Office. Prior to OPSO, she was employed by the Monroe Police Department for 6.5 years.

Linda began her career at OPSO 2001 in the Warrant Division, later graduating the North Delta Training Academy in 2004. She also served as a member of the OPSO Mounted Patrol Unit early in her career.  She later transferred to the Records Division where she served until her retirement.

She is looking forward to having more time to spend with her family and  horseback riding.

We will miss her but certainly wish her the best for her retirement!

Retired Corporal John Earl Becton, Sr. passed away October 19, 2023 after a brief illness.

Corporal Becton began his career at the Ouachita Parish Sheriff’s Office in 1987 at the Ouachita Correctional Center. He retired from there in 2000 after serving 13 years.  Prior to OPSO, John worked the Illinois Central Gulf Railroad for over 25 years.

John never met a stranger.  He had many friends and will be missed.

Funeral services will be at 11:00 a.m. Saturday, October 28, 2023 at Community Baptist Church.  Visitation will be 5:00 p.m. until 7:00 p.m. Friday, October 27, 2023 at Mulhearn Funeral Home, West Monroe.

Retired Ouachita Parish Sheriff’s Deputy Frank Brice passed away October 22, 2023 following a lengthy illness.

Deputy Brice began his employment with OPSO in 2001 at the Ouachita Correctional Center.  He retired from OCC in 2015, after serving 14 years.  Prior to OPSO, he was a Monroe Police Officer, retiring as a Captain after serving for 27 years.  His career in public service span 41 total years.

Funeral services will be held Wednesday, October 25, 2023 at 11:00 a.m. at Griffin Funeral Home in West Monroe.  Visitation will at the funeral home from 9:00 a.m. until the service.

An investigation by Ouachita Parish Sheriff’s Investigators into recent storage unit burglaries in the areas of Arkansas Road, Whites Ferry Road and Ole Hwy 15 in West Monroe has led to the arrest of three suspects.  The three are also charged in connection with two residential burglaries, one in Calhoun on Joseph Thomas Road and one on Wallace Dean Road.

Dalton Knight, Danny Knight and Roy Knight have all three been charged and booked into OCC on multiple counts of simple burglary and burglary of an inhabited dwelling.  Dalton and Danny Knight were also charged with Possession of Stolen Firearms and Possession of Firearms by a Convicted Felon.

Several of the items taken in the burglaries have been recovered.

The investigation is continuing.

Photos of the suspects cannot be released due to current Louisiana Law regarding mugshots.

OPSO Receives Donation for Child Trauma Victims

Ouachita Parish Sheriff’s Deputies frequently face situations where young children have to cope with a traumatic event.  It might involve a car accident, the death or serious injury of a family member, domestic violence, or possibly the child is a victim.  Earlier today, members of the Warhawk Harley-Davidson Motorcycle Club of Monroe, the Hog Chapter, presented Deputies of the Ouachita Parish Sheriff’s Office stuffed animals to help young children that are faced with an event such as one of these.

Deputies in the Patrol and Investigative Divisions will give the animals to children they encounter in these type situations to help them cope with the tragedy in their lives.  The gift of one of these to a child helps comfort the child and builds trust between them and the deputy.

Members were asked by the club to donate a stuffed animal for this cause and the response was overwhelming.  We appreciate the donation and the support of the Hog Chapter of the Warhawk Motorcycle Club membership.

Corporal Marvin McFarland has been promoted to Sergeant.  A 21-year veteran of OPSO, Sgt. McFarland has been assigned the Deputies Making A Change Program (DMAC) for the past 11 years.  He will continue working with the DMAC program, mentoring the youth in Ouachita Parish.

Sheriff Jay Russell and Deputies are mourning the loss of former Deputy Lester (Les) Davis.  Deputy Davis passed away October 11, 2023.

Les began his career at OPSO as a Reserve Deputy.  He later was assigned to work in the Identifications Division as a crime scene investigator where he served until 2006.  He attended numerous crime scene and investigative training classes during his career and was very knowledgeable in his field of expertise.  

Prior to joining OPSO, Les enlisted in the United States Marine Corp. at the age of 14, where he went on to serve in the Korean War as a Staff Sergeant.  Among his many accomplishments, he was an NRA Certified Firearms Instructor, a member of the OPSO Pistol Team and instructed Deputies on the range as needed.

He is remembered by those of us that worked with him as a very caring and thorough person, very attentive to the importance of details in an investigation and always available to help you when needed.

A memorial service will be held Tuesday, October 17th at 2:00 p.m. at First Methodist Church in Monroe.

Visitation will be held after the service from 2:45 p.m. until 5:00 p.m. at the church.  A brief visitation will be held prior to the service.

Sheriff Jay Russell and Deputies are mourning the loss of
retired Lieutenant Eugene Robinson.

Lt. Robinson passed away October 9, 2023.

He began his career in corrections in 1986, retiring in 2013 as a Shift Lieutenant at the Ouachita Correctional Center.  He served the Ouachita Parish Sheriff’s Office and Ouachita Parish for 27 years. Eugene is remembered as a dedicated Deputy Sheriff and supervisor at the Correctional Center.

Funeral Services will be held Sunday, October 15, 2023 at 2:00 p.m. at the Morehouse Baptist Association Building, 8420 Collinston Rd. in Bastrop.  Quiet hour will be Saturday, October 14th from 5:00 p.m. until 7:00 p.m. at New Jerusalem MBC, 1655 Martin Luther King South in Bastrop.

Congratulations to Ouachita Parish Sheriff’s Senior Investigator Darrell Johns for receiving the Pioneer Award during the Hope in the Light of Day 2023 Program held October 5, 2023.  Investigator Johns received the award from the Family Justice Center of Ouachita for his investigative efforts and commitment to end domestic violence and help domestic violence survivors.

He has been assigned to Domestic Violence investigations for 16 years.  He has received extensive training in investigating domestic and dating violence and is recognized in court as an expert witness on these type crimes.

Sheriff Jay Russell Announces Promotions 

Deputy Ian Hatcher has been promoted to the rank of Corporal in the Patrol Division.  Corporal Hatcher is an 8-year veteran of OPSO and will now be responsible for training new Patrol Deputies.  

Deputy Jonathan Davis has been promoted to the rank of Corporal at the Ouachita Correctional Center. Corporal Davis, a 9-year veteran, is assigned security and will serve as the first line supervisor to Deputies on his shift.

Sheriff Jay Russell and Chief Deputy Marc Mashaw welcomed local church security team members to the Ouachita Parish Sheriff’s Office Church Security Training held earlier today.

Eighty team members representing 23 churches in Ouachita Parish signed up for the training.

OPSO Instructors discuss the use of deadly force, team members selection process, organizing a church security team, equipment and other related topics.

OPSO Offers this course at various times throughout the year.  It is designed for Church Security Team Members who already have a current Louisiana Concealed Carry Permit and are members of a security team at their respective place of worship in Ouachita Parish.

Memorial Service for Retired OPSO Sergeant Edward Hudson

Retired Ouachita Parish Sheriff’s Office Sergeant Edward Hudson passed away September 26, 2023. Sergeant Hudson was a 30-year veteran when he retired in 2022.  He began his career at the Ouachita Correctional Center, transferring approximately 1 year later to the Patrol Division.  He later was assigned to the Investigations Division for several years before returning to Corrections in the Transitional Work Force Program.  He served in that capacity until his retirement.

Ed is remembered as a dedicated Deputy and always had a smile combined with a sense of humor whenever he was around you.  Please remember his friends and family in your prayers during this time.

A memorial service will be held at 10:00 a.m.  Friday, September 29, 2023 at Mulhearn Funeral Home in Monroe.  Visitation will be from 4:00 p.m. until 7:00 p.m. Thursday at Mulhearn.

Earlier today, Sheriff Russell presented Aubrey L. Griffin the Sheriff’s Valor Award.  Aubrey, a Ouachita Parish school student, learned of a possible threat at her school on September 12, 2023.  While most children might have not said anything, Aubrey realized the importance of saying something and notified school personnel. By doing so, the potential threat did not become a reality. An incident did not occur and no one was injured. 

Aubrey was presented the award for her courage to step up and act for the safety of everyone.  

Should students or anyone for that matter, hear or see something that has threat potential, Sheriff Russell encourages them to act as Aubrey did and alert officials.

Ouachita Parish Sheriff’s SCAT Deputies conducted a traffic stop on September 15, 2023 on Jonesboro Road in West Monroe. The driver, Terry Justin Martin, Jr. was determined to be driving with a suspended driver’s license. Further investigation found the driver to be in possession of approximately 250 grams of suspected methamphetamine, 78.4 grams of suspected marijuana, 3 suspected Xanax pills, two .22 caliber pistols and drug paraphernalia.  Martin was arrested and booked into OCC on numerous narcotics related charges.

Today was the Battle of the Diamond Softball Tournament, sponsored by the Barak Shrine Foundation.  Several teams represented local First Responders in the tournament to raise money for the Barak Shrine Foundation Hospitals.  OPSO entered two teams.  The tournament was tough, but OPSO finished 2nd after losing the championship to Ouachita Parish Fire. 

This is the second year for this event held at the ULM Softball complex.  We look forward to seeing everyone next year to help raise money for a great cause.

The annual OPSO Youth Fishing Tournament was held today.  Judging by all of the smiling kids faces at the weigh-in followed up by the numerous Facebook posts, it was a success.  Weather was great and a lot of fish were brought into weigh-in.  Over 300 kids registered this year, most of which brought in weigh fish.

Trophies were awarded in each age division and one for overall big fish.  Bicycles for each age group were given away as door prizes to the lucky winners.

We would like to thank once again the Deputies that worked hard to make the tournament a success this and every year. We also thank the parents for allowing their kids to enter and hope you enjoyed it as much as we did.

The Ouachita Parish Sheriff’s Office joined with other law enforcement agencies to conduct a warrant round up on Wednesday, August 30, 2023 and Thursday, August 31, 2023 in Ouachita Parish.  Eighty-eight total arrests were made.  A substantial number of drugs were seized along with firearms during the arrests:

Sergeant Johnnie Robinson Retires

Sergeant Johnnie Robinson, at 32-year veteran of the Ouachita Parish Sheriff’s Office, is retiring. Prior to joining OPSO, he served in the U. S. Army Infantry.

Sgt. Robinson began his career in corrections in 1991, later transferring to the Patrol Division.  In 2002, he was promoted to Sergeant and assigned to the Warrant Division, where he served until transferring to the Civil Division in 2019.  He continued there until his retirement.

Johnnie is a very dedicated employee for the Ouachita Parish Sheriff’s Office.  He is very well liked and respected, always having a “can do” attitude and very willing to help his fellow Deputies.  We appreciate his service to OPSO and to the residents of Ouachita Parish.

Drug Investigation Leads to Four Arrests

An investigation by Ouachita Parish Sheriff’s SCAT Deputies and Metro Narcotics Agents of illegal narcotic activity in the 600 block of Morton Street in Monroe has led to the arrest of four suspects and the seizure of narcotics and weapons.  The Deputies and Agents conducted a search of a residence that resulted in the seizure of 8.7 lbs. of Marijuana, 1 lb.-11 oz. of THC gummies, 102 grams of Xanax pills, 70 ecstasy pills, an AR-15 rifle and a Glock handgun.

Trevante Hall, Antoine Johnson, Caleb Nash and Shondarius Gaston were arrested and charged with numerous narcotics charges, including Illegal Carrying of a Weapon in the Presence of Narcotics and Violation of the CDS Law Drug Free Zone Within 1000 ft. of a School, as the residence was within 1000 ft. of Burg Jones Elementary School. All four were booked into OCC.

The Investigation is continuing.

Retired Corporal Harris Segal

Retired Ouachita Parish Sheriff’s Corporal Harris Segal passed away August 11, 2023 after a lengthy illness.
Corporal Segal retired in 2014.  He began his career in corrections and later transferred to court support, where he served until he retired.  Prior to joining OPSO, he served 3 years in the U. S. Army.

Those of us who worked with Harris remember him as a very dedicated deputy who was well liked and enjoyed working with people, always had a smile when you met him.   Please remember his family in your prayers.

Two Arrested for Theft of AT & T Wire

 An investigation by Ouachita Parish Sheriff’s Investigators into several thefts of wire from AT & T has led to the arrest of two suspects.  The thefts caused numerous outages to AT & T customers and the value of the wire and the damage done during the thefts exceeds $50,000.

 Arrested for the thefts and damages are Kenneth Randy Redding, Jr. and Kody Redding.  Both were arrested August 21, 2023 and booked into OCC for 4 counts of Criminal Conspiracy, 4 counts of Felony Theft and 2 counts of Felony Damage to Property each. 

Current Louisiana law prohibits the release of their mugshots.

Traffic Stop Leads to Drug Arrest

 Ouachita Parish Sheriff’s SCAT Deputies conducted a traffic stop on Frontage Road August 16, 2023. A subsequent search of the vehicle yielded 3 lbs. of marijuana, 9.25 lbs. of Methamphetamine, a quantity of crushed Percocet pills and a .45 caliber handgun.

The driver, Charles Logwood, was booked into OCC on 3 cts. of Possession of Narcotics and Illegal carrying of a Weapon.

OPSO SCAT Investigation Yields Two Arrests

 

An investigation by Ouachita Sheriff’s SCAT Deputies into illegal narcotic activity in the 200 block of Henry Martin Road in West Monroe has led to the arrest of Cody Baugh and Lea Kerry of West Monroe.

Deputies executed a search warrant of their residence on Henry Martin Road which yielded approximately 55 grams of suspected methamphetamine, 45 grams of suspected marijuana, drug paraphernalia, an AK-47 rifle and an AR-15 rifle.

Both suspects were booked into OCC for Possession with Intent to Dist. CDS II (methamphetamine) and CDS I (Marijuana), Possession of Drug Paraphernalia and Illegal Possession of a Weapon in the Presence of Narcotics.  The investigation is continuing.

There are two separate scams currently being reported in the Ouachita Parish area.

 In the first one, the caller poses as an FBI agent and tells the person answering the call that their name has been listed in a current FBI money laundering investigation. The caller then instructs the victim to purchase a gift card and call him with the card information, which in turn gives the caller access to the cash.

The second one, victims respond to a “Now Hiring” post on various social media platforms, including LinkedIn. The suspect, representing the listed employer, will make arrangements with the victim to send them an e-check for a large sum of money, with instructions to the victim to deposit the e-check in their personal account, then send a partial amount of the check immediately back to the caller.  It can take the bank up to 7 days to verify the e-check, which is of course fraudulent, and by that time the victim has already sent them money and lost it out of their account.

 These are two of the many scams that occur each day.  The FBI does not conduct their investigations by phone asking for cash cards, etc.  and no legitimate employer hires employees in the manner detailed. 

Do not give out your personal information or conduct business with anyone asking for cash card information or cash or banking transactions to be hired.  If you feel you have been a victim of a scam, report it to your local law enforcement agency and to the Federal Trade Commission at www.ftc.gov

Project Beloved: The Molly Jane Mission Donates to the Ouachita Parish Sheriff’s Office

Founded by parents who lost their 22-year-old daughter, Project Beloved: The Molly Jane Mission is named in the memory of her, Molly Jane.  She was the victim of a sexual assault and homicide in 2017.  Her parents made it their mission to use the tragedy to help others and formed Project Beloved to help others who are faced with similar circumstance. Their mission statement: “Project Beloved strives to educate, advocate and collaborate to change the conversation about sexual assault and empower survivors to find their voices.”

As part of their work, Project Beloved is donating “Beloved Bundles” to Law Enforcement Agencies such as the Ouachita Parish Sheriff’s Office to help sexual assault victims cope with trauma. Not only trauma from the assault itself, but suddenly the victim is faced with medical examinations and police interviews. Even their clothing is often collected as evidence at the hospital, leaving them with nothing to wear.  This is where Beloved Bundles comes in. The packages contain clothing, undergarments and other necessary items that we can give victims so that they have proper clothing when they leave hospital. 

“The trauma a sexual assault victim goes through cannot be adequately described in words. Their world has suddenly changed and they are dealing with a variety of emotions and even the loss of their clothing during the course of the investigation.  Deputies being able to provide them with adequate clothing helps give dignity and reassurance to the victim that they will be taken care of.  We very much appreciate the donation by Project Beloved and the work by Molly Jane’s Mother, Tracy Matheson, who is President & Founder of Project Beloved”-Chief Deputy Marc Mashaw

All in a Day’s Work

Patrol Deputies, by the nature of their work, handle a variety of calls, ranging from major felonies to requests for various forms of assistance.  Such was the case on July 15th of this year.  Deputy Chad Bennett responded to a call of a snake loose in the den area of a home.  Rarely do we get a call of this type but occasionally it does happen and it presents unique problems.  Dy. Bennett was able to catch the snake and safely release it in a nearby wooded area. No one was injured in the home.  For his efforts, Sheriff Russell received a nice thank you letter from a resident for Deputy Bennet’s actions and she expressed her support of the Ouachita Parish Sheriff’s Office Deputies and all Law Enforcement Officers.

OPSO Offers Church Security Training Course

 The Ouachita Parish Sheriff’s Office will be offering a Church Security Course Saturday, September 30, 2023. The course will be held at the Sheriff’s Office Public Range in the North Delta Training Academy Building located at 258 Sheriff Richard Fewell Rd. in West Monroe. Class hours will be from 8:00 a.m. until approximately 4:00 p.m.

 This course is for Houses of Worship located in Ouachita Parish only and is free of charge.

 This course will discuss the use of Deadly Force, security team selection and organization, equipment, and related topics. Demonstrations on how to practice with your firearm will be given also.

This course is for Church Security Team Members who already have a current Louisiana Concealed Carry Permit and is a security team member at their respective place of worship.  

 Pre-registration is required and the application can be downloaded by clicking the link below. A letter from the Pastor, Priest, Bishop, or leader of worship must accompany with the application stating you are an authorized member of the Place of Worship’s Security Team. If multiple team members from one Place of Worship will be attending then one letter indicating all of the team member names will suffice. It is recommended that Pastors or other Worship Leaders attend so they can gain the knowledge offered by this course.

OPSO Conceal Carry Weapon Class Set for September 19th and September 21st

The Ouachita Parish Sheriff’s Office will offer a CCW class in two segments, Tuesday, September 19, 2023 and Thursday, September 21, 2023.

Tuesday’s class will consist of Classroom presentation and no guns will be needed.  Thursday’s class will be firearm qualification and firearms are required. Participants will need to bring their own pistol in good working order, 50 rounds of ammunition, along with safety glasses and hearing protection for this class.

Attendance for both class segments is required unless you are recertifying a current CCW license.

Both classes begin at 6:00 p.m. and will be held in the Ouachita Parish Sheriff’s Office-North Delta Training Academy Building at the Ouachita Parish Public Rifle Range, 268 Sheriff Richard Fewell Road in West Monroe. The building is the first building to the right as you enter through the Range gate.

Fee Schedule:
One participant: $100.00
Renewal for one: $75.00
Family Package: $150.00
**Family package is for 2 members only of immediate family-husband & wife, father and son or daughter, or mother and son or daughter that live in same household.

Payment must be cash or personal check only. Debit & credit cards not accepted.

Completion of the course will meet the requirements to apply for a Louisiana Concealed Handgun Permit or renew a current permit.  Upon completion, you will receive a certificate of training to send in with your permit application.

Corrections Academy Graduation

Graduation for 13 cadets of the 151st session of the Ouachita Parish Sheriff's Office-North Delta Training Academy was held Monday evening, July 31st. This is a 12-week academy that is specifically for Corrections Deputies and Officers. Upon completion, all are POST certified. Thirteen officers graduated, representing four different agencies in our area.

Two OPSO Deputies Graduate National Command & Staff College

Congratulations to Ouachita Parish Sheriff’s Office Lt. Eric McElroy and Sr. Investigator Megan Russell for their recent graduation from the National Command & Staff College. The graduation exercise was held Friday, July 28, 2023 in East Baton Rouge Parish.

The N.C.S.C. consists of an extensive 8-week-long online Leadership Education Program totaling 240 hours of training. This year, 25 law enforcement officers from 8 agencies in Louisiana and Alabama completed the training. The program concluded with an additional two-week, 80-hour residency hosted by the East Baton Rouge Parish Sheriff’s Office. The two-week residency is finalized with a Capstone Project research paper and presentation by each attendee.

“We are pleased to have two of our senior Deputies graduate the N.C.S.C. Program” said Sheriff Jay Russell.  “This intensive graduate level college program helps prepare them as possible future command level leaders for the Ouachita Parish Sheriff’s Office.”

Deputy Lia Fontana is retiring after 22 years of service with the Ouachita Parish Sheriff’s Office.   Dy. Fontana joined OPSO in the Records Division in 2001 where she worked until retirement.  She is looking forward to spending time with her family and especially her favorite activity, family trips to the beach.  Join us in wishing her the very best for her retirement!

  Burglary Investigations Yield 2 Arrests

Ouachita Parish Sheriff’s Investigators following up on recent burglaries in the Avant Road area of West Monroe have arrested Dustin Johnson.  Johnson has been charged with taking several handguns, tools and credit cards in the burglaries. He was found to be in possession of several of the stolen credit cards and tools at the time of his arrest.  Johnson was booked into OCC on 8 counts of Simple Burglary and 3 counts of Poss. Of a Firearm by a Convicted Felon. 

Investigators and Patrol Division Deputies also conducted a separate investigation into several vehicle burglaries in the Town & Country area of Monroe over the past two weeks in which several handguns, wallets, Apple Airpods and Iphones were taken.  Lenquez Martin has been arrested and booked into OCC on 7 counts of Vehicle Burglary in connection with these burglaries. 

Both investigations are continuing.  

Current Louisiana Law regarding the release of booking photographs prevents the release of the photos of these two arrested.

Sheriff Russell Will Retire

 After a law enforcement career of 39 years, Ouachita Parish Sheriff Jay Russell will retire effective June 30, 2024. 

 Although Ouachita Parish Sheriff Jay Russell will not officially retire until June 30, 2024, he will not seek re-election in the October 14, 2023, primary.

 Russell began his 39-year career in law enforcement with OPSO at the Ouachita Correctional Center under Sheriff Laymon Godwin.  He served in the Patrol Division and was later promoted to corporal as a Field Training Officer.

 Russell’s service also includes working with two police departments, serving as a patrol officer for the West Monroe Police Department and the Farmerville Police Department.

 Under Ouachita Parish Sheriff Richard Fewell, Russell was promoted to the rank of major, responsible for the Uniform Patrol Division, Communications, Training, SCAT, Truancy, and the DARE program.

 In 2007, Russell was promoted to OPSO Chief Deputy where he served until he was elected as the Ouachita Parish Sheriff in October of 2011. 

 Jay Russell was sworn in as Sheriff of Ouachita Parish on July 1, 2012.

 During his time as Sheriff of Ouachita Parish, Russell has overseen many upgrades and improvements to the various facilities and operational aspects of the department, and his office has accomplished a great deal for the community. 

 The creation of the Women’s Transitional Work Program and locating both the Women’s and Men’s Transitional Work Programs at the Ouachita Correctional Center during Russell’s time as Sheriff has provided income and stabilized the Jail Fund.

 The construction of the North Delta Regional Training Academy reflects Sheriff Russell’s commitment to providing the training and equipment to give deputies the tools they need to be safe and provide the best law enforcement possible.

 Russell also formed the Northeast Louisiana Sheriff’s Investigative Unit.  This unit is comprised of investigators from multiple sheriffs’ offices in our region.  This unit is tasked with performing independent third-party investigations of officer involved in shootings and in custody deaths.

In August of 2021, Sheriff Russell was recognized for his commitment to public service and the criminal justice system by being inducted into the Louisiana Justice Hall of Fame.

 Just a few examples of the upgrades and investments made during Sheriff Russell’s time as Sheriff include the following:  Electronic Field Reporting System, new Jail Reporting System, new communications system, new SWAT Bearcat Vehicle and a new river patrol boat and emergency Gatortail Boat.

These upgrades and investments, as well as others, were accomplished with excellent audit reports reflecting the focus on financial accountability.

“I’m proud of what we’ve been able to accomplish for the people of Ouachita Parish during my time as Sheriff.  We could not have done so much for this community without the efforts of the men and women of the Ouachita Parish Sheriff’s Department,” Sheriff Russell said. 

“Marc Mashaw has been in the leadership position as the Chief Deputy during the implementation of our improvements and accomplishments,” continued Russell.  “Chief Mashaw has an outstanding law enforcement career of over 34-years and has been our Chief Deputy for 11 years and he has the experience needed to be the Sheriff of Ouachita Parish, so I will be supporting him for that position,” Russell stated.

Ouachita Parish Sheriff’s Office Zone Deputies 

The Patrol Division of the Sheriff’s Office has four veteran Deputies that are assigned the Sterlington and Calhoun communities exclusively.

Corporal Brian Copeland, a 28-year veteran and Deputy Marcus Yarbrough, with 13 years’ experience are assigned the Sterlington community. Deputy Tommy Garrett, with 27 years of experience and Logan Parrish, a 11-year veteran are assigned to the Calhoun community.  The Deputies rotate monthly shifts from days to days-evenings and work in addition to the 15 deputies assigned on each of the four patrol shifts.

These Deputies are highly visible in their assigned communities. Responding to calls for service is a big part of their responsibility, but they also make contact and acquaint themselves with the local businesses, patrol residential neighborhoods and monitor traffic safety.  Working school zones, visiting schools and familiarizing themselves with the students and school staff is also a part of their job, along with any other assignments or duties deemed necessary.

We have found that having additional deputies assigned to these communities helps OPSO have an increased presence of marked patrols, decreased response times and a reduction in the overall crime in the area.  If anyone has any information related to crimes in and around Ouachita Parish, please call 318-329-1200 or Crime Stoppers at 318-388-2274.

Chief Deputy Marc Mashaw and Sheriff Jay Russell presented Leslie Vowles, representing HATS (Horse Assisted Therapy Services of North LA) a donation in the amount of $3000.00.

The donation comes from the proceeds of the annual OPSO Bass Tournament on the Ouachita held last Saturday, June 24th. 

Hats mission is to provide therapeutic horsemanship instruction to people who are “differently abled” and their families through equine assisted activities.   Each year, proceeds from the tournament are donated to HATS.  “We hope everyone enjoyed the tournament.  We extend our thanks to the teams that participated and especially thank the sponsors that help us with it each year. The Ouachita Parish Sheriff’s Office Teen Academy is underway this week and Wednesday they participated one of the favorite activities-rappelling. Deputies work with the cadets teaching them how to rappel safely on the tower at the Ouachita Parish Fire Department Training center.

This class is always a big hit with the cadets each year.   We want to thank the staff at Ouachita Valley Federal Credit Union for always bringing treats, water and helping sponsor this training

Deputy Kirkham began his career in Corrections in 2003.  He later transferred to the Court Support Section in 2008 where he has been assigned Courthouse Security for the past several years.

Sheriff Jay Russell has announced the following promotions:

Sergeant Chris Wyles has been promoted to Lieutenant.  Lieutenant Wyles is an 18-year veteran of the Sheriff’s Office and had previously served on the OPSO Special Crimes Apprehension Team (SCAT) as a Sergeant. He will now serve as the Lieutenant and will continue his assignment to SCAT.

Sergeant Brett Thompson has transferred to the Special Crimes and Apprehension Team.  Sergeant Thompson is a 19-year veteran of the Sheriff’s Office.  He has previously worked in the Investigative Division before transferring back to Patrol.  He will now serve as the Sergeant and first line supervisor of SCAT.

Deputy Richie Evans, a 7-year veteran of the Sheriff’s Office, has been promoted to Corporal.  He will now serve as a training officer for new Patrol Deputies.

Ouachita Parish Sheriff’s Office SWAT Team recently competed in a competition sponsored by the Louisiana Tactical Police Officers Association and hosted by the Rapides Parish Sheriff’s Office. The competition is held each year in different areas of the state and is designed for the various SWAT teams to practice and sharpen their training, in addition to becoming more familiar with each other in the event they work together in a critical incident situation. The competition consisted of an obstacle course and shooting events where competitors worked against the clock.

The OPSO team won 1st place in the Sniper and Patrol Rifle competition, 2nd place in Handgun, 3rd place in shotgun and the obstacle course.  The team finished in 2nd place overall.

This is a very competitive event each year.  We are proud of their efforts and accomplishment.  Join us in congratulating them for their success.

Today we honor our fallen brother, Ouachita Parish Sheriff’s Deputy Justin L. Beard.

Deputy Beard lost his life in the line of duty on April 30, 2017.  He was fatally injured in a traffic accident while responding to a burglar alarm during a severe thunderstorm. He was a well-respected deputy for the Ouachita Parish Sheriff’s Office for three and a half years. Friends dedicated a portion of Highway 557 in West Monroe in his honor to commemorate his service to his community.

Earlier today, Sheriff Russell presented Noah Bates the Sheriff’s Good Samaritan Award, recognizing him for rendering aid in an attempt to save the life of a young drowning victim on April 19, 2023. Mr. Bates was notified a swimmer had been in distress in a swimming pool. He immediately went to the location and began administering CPR in an effort to save the life of the victim. He continued to do so until medical personnel arrived and relieved him.
“The Sheriff’s Good Samaritan Award is given in recognition to those who step up to the task when called upon for aid to their fellow man. Mr. Bates' actions exemplify what the award recognizes.”-Sheriff Jay Russell.

Sheriff Jay Russell and Deputies are mourning the loss of retired Colonel Alfred Calhoun.  Colonel Calhoun passed away April 1, 2023 after a lengthy illness.

Prior to joining the Ouachita Parish Sheriff’s Office, he served in the U. S. Marine Corp, stationed in Guam.

Colonel Calhoun joined OPSO in 1971 and quickly gained the reputation of a hardworking, dedicated Law Enforcement Officer. He transferred to the Investigations Division in 1973.  He continued to work his way through the ranks, later serving as Commander of Investigations before being promoted to Colonel in 1984.

During his career, he received numerous letters of appreciation from the public and commendation letters from his supervisors.  He attended many training seminars and was very well known and respected in law enforcement circles. He retired in 1991.

Please remember his family and Deputies in your prayers during this time.

Funeral services will be held at 2:00 p.m. on Thursday, April 6, 2023 at Kilpatrick Funeral Home in West Monroe.  Visitation will be prior to the service from 12:00 p.m. until the time of the service at the funeral home.

Ouachita Parish Sheriff’s Office Major Mike Moore is retiring after 32 years with the Ouachita Parish Sheriff’s Office.

Major Moore began his career in 1991 in corrections at the Ouachita Parish Jail. He transferred to the Patrol Division in 1995. Mike worked his way up through the ranks of the Patrol Division over the years, earning the respect of those who worked with him and numerous letters of appreciation from parish residents for his efforts. He was promoted to Major, supervisor of the Patrol Division, in 2012 under the administration of Sheriff Jay Russell and has served in that capacity until his retirement.

Mike is an avid hunter and fisherman and is looking forward to doing both and spending more time with his family. We will all miss him but wish him the very best!

Corporal Dianne Wallace is retiring after 24 years of service with the Ouachita Parish Sheriff’s Office.  She began her career in 1999 in the Court Support Division, later transferring to the Ouachita Correctional Center before returning to Court Support where she has served for approximately the last 10 years. She also served on the OPSO Crime Scene Unit for several years.  Prior to her employment at OPSO, she was employed by both the Monroe and West Monroe Police Departments.

Dianne has been a dedicated Deputy who always excelled at what she did and will be missed.

Thank you for your service Dianne and we all wish you the very best for your retirement!

Sheriff Jay Russell and Deputies are mourning the loss of Retired Ouachita Parish Sheriff’s Sergeant Bobby Gilmore who passed away March 17, 2023.

Visitation will be held Thursday, March 30, 2023 from 1:00 p.m. until 6:00 p.m. at Millers Funeral Home on Renwick in Monroe. Funeral Services will be at 11:00 a.m. Friday, March 31st at the Funeral Home. Burial will follow at the Northeast Louisiana Veterans Cemetery in Rayville.

Sgt. Gilmore began his career at OPSO in the Corrections Division in 1990.  He later transferred to the Court Support Division where he worked until he retired in 2006 after serving 16 years.  Bobby was well liked and respected by those who knew and worked with him, both at OPSO and the 4th Judicial District Court.

Today, we pay tribute to our fallen brother, Ouachita Parish Sheriff’s Office Corporal J. R. Searcy, who lost his life in the line of duty while assisting with an arrest.

On March 4, 2010, Cpl. Searcy volunteered to assist a fellow deputy locate and arrest a suspect in an aggravated battery investigation.  During the arrest, the suspect produced a handgun and fatally wounded Cpl. Searcy.  On March 6, 2010, he passed away as a result of his gunshot wound.

Cpl. Searcy was an eight year veteran of OPSO and very well respected.  To commemorate his service, friends named a branch of the Ouachita Parish Public Library in his honor with a statue of him and his K-9 partner, Rico, near the entrance.

Today we pay tribute to our fallen brother, Ouachita Parish Sheriff’s Office Lieutenant Michael Swallow.

Lt. Swallow passed away on January 8, 2022 due to a medical emergency while on duty. He was a 25-year veteran of the department and was very well respected by fellow Deputies, the Law Enforcement Community and his many personal friends.

He spent his entire career serving the citizens of Ouachita Parish.  His final act of service was to give the gift of life through organ donation.

“Lt. Swallow was a great friend to all and an exemplary Law Enforcement Officer. Mike was instrumental in bringing forensics and identification technology to OPSO, which has directly led to the identification and prosecution of many criminals. He certainly left his mark here and OPSO is a better place because of Lt. Mike Swallow”-Chief Deputy Marc Mashaw.
