Sheriff Jay Russell

Jay Russell was sworn in as Sheriff of Ouachita Parish on July 1, 2012.

Russell is a graduate of NLU (now ULM) and the FBI Academy. He began his 39 year career in law enforcement with OPSO at the Ouachita Correctional Center under Sheriff Laymon Godwin. He was then moved to the Patrol Division and later promoted to corporal becoming a Field Training Officer.

Russell’s service also includes working with two police departments, serving as a patrol officer for the West Monroe Police Department and the Farmerville Police Department.

Under Ouachita Parish Sheriff Richard Fewell, Russell was promoted to the rank of major, responsible for the Uniform Patrol Division, Communications, Training, SCAT, Truancy and the DARE program.

In 2007, Russell was promoted to OPSO Chief Deputy where he served until he was elected in October of 2011 as the new Ouachita Parish Sheriff.

Chief Deputy Marc Mashaw

Chief Deputy Marc Mashaw began his law enforcement career as a reserve deputy with the Ouachita Parish Sheriff’s Office in 1987. He was sworn in as a full time deputy in October of 1989. Mashaw has served as a patrol deputy, training officer and shift supervisor for the Patrol Division. Mashaw later transferred to the Metro Narcotics Unit where he served for 4 1/2 years. After that he served in the Civil Division for 2 years before coming back to Patrol as a Shift Commander.

In 2008 Mashaw was promoted to Captain of Communications and Computer Services Divisions. Later he was promoted to Major and also placed in charge of the Patrol Division. In February of 2010, Mashaw was promoted to the rank of Colonel.

Chief Deputy Mashaw was promoted by Sheriff Russell on July 1, 2012 to his present position.

Chief Mashaw is a graduate of the 231st F.B.I. National Academy in Quantico, VA.

Colonel Larry Knight

Colonel Larry Knight began his career in Corrections at the Ouachita Parish Jail in 1992.  He transferred to the Patrol Division in 1994 where he served until 2000 when he transferred to Investigations.

He was promoted to Sergeant in the Patrol Division in 2004, later earning the rank of Patrol Lieutenant.  He supervised the Special Crimes Apprehension Team (SCAT) in 2007 and 2008, then was promoted to Patrol Shift Captain in 2010, where he served until his promotion to Administrative Captain of the Patrol Division in 2020.

In 2021, Captain Knight was promoted to Major, supervising the Investigations Division, until his promotion to Colonel in 2023.  He was a member of the OPSO Swat Team from 1997 until 2021, serving as the SWAT Team Commander from 2011-2021.

Colonel Knight is a 1992 graduate of NLU (ULM) with a BA degree in Criminal Justice and is a graduate of the 283rd Session of the FBI National Academy in Quantico, Virginia.

Glenn Springfield, Public Information Officer

Deputy Glenn Springfield began his law enforcement career as a part-time communications dispatcher with the Ouachita Parish Sheriff’s Office in 1973 under the administration of Sheriff Bailey Grant.  He became a Patrol Deputy in 1976.

During his tenure there, he served as a field training officer then shift supervisor, leading to his promotion to Captain, Assistant Commander of the Patrol Division, in 1986.  He continued in this position until his retirement in 1996, completing 23 years of service.

Upon retiring in 1996, he began working in the private sector for a Monroe based liquid carbon dioxide producing company.  He served as Operations Chief of Staff until the company sold in 2014. Glenn has a Criminal Justice degree from NLU (ULM), graduated the LSU Law Enforcement Institute, and has attended numerous training seminars and exercises during his career.

Craig Rambin, Chief Financial Officer

Craig Rambin began service with the department in late 2009 and has 20 years of governmental accounting experience. Rambin is a graduate of Northeast Louisiana University where he earned a Bachelor of Business Administration Degree in Business Management.

Robin McKee, Administrative Assistant

Deputy Robin McKee, an eight year veteran of the Ouachita Parish Sheriff’s Office, began her career in the Tax Division in 2012.  She currently serves as the Administrative Assistant to the Sheriff since January 2020.

Kathy Knight, Administrative Receptionist

Deputy Kathy Knight, an eight year veteran, began her career in the Tax Division in 2012.  She transferred to Administration in January 2020 where she serves as the Administrative Receptionist
